In the United States, there has long been a bipartisan consensus supporting decentralized, multistakeholder mechanisms associated with Internet governance. This approach has been essential to the extraordinary success of the Internet as well as to counter the many international attempts during the past
decade or so for centralized government imposed “top down” control over the Internet.
